Who Does What?: An Overview

Lead Education Agencies (LEAs)
Districts, BOCES, Charters, Privates

LEAs serve as employers and sponsors providing the paid on-the-job experiential and guided application of learning. They also oversee the Registered Apprenticeship Program and work with NYS DOL to meet monitoring and reporting needs. As employers, the LEA is required to sponsor the Registered Apprenticeship Program (RAP). They can use the RAP to meet identified current and future educator workforce needs.

Local Union Affiliates

Local union affiliates, as co-sponsors, will work with districts to identify the experienced educators that will serve the apprentice providing one-on-one (1:1) daily guidance, feedback, and mentoring as they complete their coursework. The local union affiliate will also work with districts, as the collective bargaining unit, to negotiate ways to recognize and compensate this important work for the experienced educators.

Institutions of Higher Ed.

Institutions of Higher Education (IHE), as the related instruction providers, will continue to provide high quality coursework as part of a registered degree program resulting in NYS Initial certification. IHEs will be eligible to be listed on multiple RAP applications serving multiple LEAs and providing candidates to those programs. IHEs continue to hold responsibility for recommendation for the candidate to be eligible for NYS Initial Certification.
